How to design and implement a sustainable transportation program for enterprise employees?

Employee transport is one of the largest contributors to a company’s Scope 3 carbon emissions, and one of the most actionable ones. Unlike supply chain or business travel emissions, employee commute is something organizations directly influence through the programs they design and the choices they incentivize. This guide covers how to build a transport program with sustainability as a design principle. 

Step 1: Start With a Baseline Emissions Assessment

You can’t reduce what you haven’t measured.

  • Calculate your current transport program’s carbon footprint – total kilometers driven, vehicle types, fuel consumption, and fleet size are the key inputs
  • Segment emissions by route, shift, and location to identify your highest-impact areas
  • Establish a baseline metric – CO2 per employee per km or total transport emissions per month – that you can track improvement against

Step 2: Reduce Emissions Through Better Utilization

The greenest kilometer is the one not driven. Efficiency improvements are your highest-leverage sustainability intervention.

  • Consolidate employees onto shared cabs and shuttles rather than individual rides as a fully occupied shuttle produces a fraction of the per-person emissions of solo cabs
  • Use route optimization to reduce total kilometers driven across your fleet. Even 20–25% reduction in distance driven is a direct emissions reduction of the same magnitude
  • Right-size vehicles to actual demand – running large vehicles at low occupancy is both a cost and an emissions problem
  • In hybrid work environments, tie vehicle deployment to confirmed attendance so you’re not running empty or near-empty vehicles on low-attendance days

Step 3: Shift the Fleet Toward Lower-Emission Vehicles

Utilization improvements reduce emissions within your current fleet by transitioning to cleaner vehicles, reducing the baseline further.

  • Prioritize EV and CNG vehicles when renewing vendor contracts or adding fleet capacity. The total cost of ownership gap between EVs and petrol vehicles has narrowed significantly in the recent times
  • Require vendors to disclose the fuel type and emission standard of every vehicle deployed on your routes
  • Set a target fleet mix, for example, 30% EV or CNG within two years and build this into vendor contract renewal terms
  • For shuttle and bus routes, electric buses are increasingly viable on fixed, predictable corridors in cities with adequate charging infrastructure

Step 4: Incentivize Low-Carbon Commute Choices

Sustainable transport isn’t only about company-operated cabs and buses, it’s about influencing how employees get to work overall.

  • Subsidize or fully cover metro and public transport passes for employees who live within reasonable distance of metro stations
  • Design feeder bus services that connect metro stations to your office, making public transport a practical option rather than a theoretical one
  • Offer cycling infrastructure like secure parking, changing facilities, and a maintenance allowance for employees who can cycle to work
  • Create a commute allowance structure that rewards lower-emission choices rather than defaulting to cab reimbursement for everyone

Step 5: Measure, Report, and Improve

Sustainability programs without measurement lose momentum and credibility.

  • Track emissions monthly against your baseline and report progress to leadership and employees as visibility drives accountability
  • Include transport emissions in your annual ESG or sustainability report; investors and clients increasingly expect Scope 3 disclosure
  • Set year-on-year reduction targets that are specific and time-bound – “reduce transport emissions by 20% by FY2027” is a target; “reduce our carbon footprint” is not
