The risks are real, the regulatory obligations are clear, and the consequences of getting it wrong, for employees and organizations alike, are serious. This guide covers how to design and operate a late-night women’s transport program that is genuinely safe, not just compliant on paper.

Understand Your Legal Obligations First

Before designing any program, know what the law requires in your state.

  • The OSHWC Code, 2020 mandates that employers provide safe transport for women working between 7 PM and 6 AM
  • Maharashtra, Karnataka, Tamil Nadu, and Delhi have additional state-level rules specifying escort requirements, vehicle standards, and documentation obligations
  • Non-compliance exposes the organization to legal liability and more importantly, puts employees at risk

Step 1: Design Routes With Women’s Safety as the Primary Constraint
